These Luxury Revenue stamps (Consumo Suntuario) were supposed to have replaced the stamps that had been in use since 1930. The 1930 Luxury Tax stamps were overprints using the 1930 Gross Sales Tax stamps. But these were never placed in use since the Luxury Tax appears to have been abolished by the Revolutionary Junta that came to power after the September 4th 1933 coup d'état.
